Every human, even criminals, should be subject to commonly agreed on minimal standard of living. This means that people with disabilities should get some special treatment (whatever their individual disability demands) with regard to other people in the system but only to that degree that their minimal living standard is matched even when most of the people who are subject to the system would still be in better condition.
The reason here is that, if one does something which requires punishment, even people with disabilities should not be more than necessary a burden to society.
