No. Flag burning is freedom of speech. That said, local fire control regulations should not create exceptions for flags and emission offsetting should be mandatory.

No, but it should only be legal to burn our country's flag if the particular flag itself is the private property of the person burning it and if the burning is performed on private property

No, because to restrict burning the flag as free speech has bad historical connotations and sends the message Germany's government should never be questioned. So long as it's in non-violent protest, it should be permitted.
