It depends on the individual at hand. For instance, in Syria, it’s more realistic and more ideal to assassinate Assad rather than bring him to stand trial. However, if in the scenario a terrorist is captured instead, or if they cross into territory of which it’s possible, they should be apprehended and stand trial for their actions.
