It should not pay for the construction of the temple but it should definitely promote the construction of the temple as an important cultural milestone. It should also invest in infrastructure (e.g. road and rail connectivity) around the temple.

The government should stay away from all religious happenings- their job is to be secular, not Hindu nationalists.
