It is their own fault that they are in the situation they are in as they cannot just expect to be able to sleep and go around begging from those who are actually working

Yeah no one uses them rn cause they suck, so making them better will cause people to actually use them. Honestly though I'm no expert on this so my opinion doesn't really matter.
