Decrease. Temporary work is bad for the economy due to employee replacement costs. Instead, a smaller number of visas should be given which are permanent. Also, the high temporary quantity harms wages of workers regardless of orign.

Governments need to adjust such visas based on the need of the country at the time. If a high-skilled laborer is in need, more visas. If the country has such high-skilled laborers less or no visas
