I think yes, but the government should provide free language learning courses but I say that because it just seems like a decent thing to do to learn the language of the country you're moving to. It shouldn't be used to stifle other languages but just be a resource for immigrants to more easily adjust to a new country without feeling completely lost. It shouldn't be used to punish people for not knowing German but just help them.

They should not be required to learn German by providing all services multilingually but there should be free language learning classes, it should be a necessity to become a German citizen and non German speaking children should mandatorily be put into multilingual schools whose prime purpose should be to teach German and preparing for integration into the common German school system.-

Yes, basic enough to carry some conversations but not to the point of proficiency, legal documents should be in English as well.
