If they are EU citizens, then they should have the right to vote in all elections. Otherwise I would limit it to local elections.

If the family that have immigrated can support themselves so yes if not they will just be a very biased voter.

Depends on if they are full citizens of Germany and live full time in Germany and hold a full time job in Germany and be a law abiding citizen

No, only legal citizens should be allowed to vote. And citizenship can be obtained by social work or military service.
