As the only force - no! But to have an existing chain of command and set divisions with certain weapon systems under that command is needed for fast action.
This is because each country still needs control over its army for its own interest, like honouring treaties with non-EU countries, disaster relief or other need.

There is NATO (whose members include Germany, the US, Great Britan,etc) which is an Army composed of 30 nations in spite the fact, there is no need to create an "European Army"
