I dont think it should be criminalized however with excessive truancy there should be an attempt made by the school to find the cause and fix the issue at hand

Depends on reasoning for truancy, ultimately though, it is the parents fault and the kid should not be punished

Yes, but have regulations in place ensuring that the child meets the standard levels for education. SEN students should have more support, especially in terms of social security.
